I feel like at this point the only reason Jigglypuff is staying in is because she was in the original 12 characters from SSB64. She slays in Cruel Brawl though

Eh, it's a bit more complicated than that. In Kid Icarus Uprising, Dark Pit was basically a manifestation of Pit's darker consciousness that was made when Pit fell through some evil cloning mirror and broke it.
Dark Pit ended up being the antihero of KI:U and had a whole different personality, weapons and fighting style. The logic behind his inclusion is that even though he's a literal clone of Pit, he's basically a completely different character because of those things.
If they had given him a completely new moveset based around those things he probably would have had huge potential as a Smash Bros character, but since he's in the clone corner with Dr Mario and Lucina, it looks like he'll be exactly what you said, a waste of a space
Like they could of at least made her have sound based attacks.
