From what I've read it relates to to the timing rule. As in if somebody clicked on the video and watched only 10 seconds, then their view wouldn't be counted as genuine.

That makes sense but the way they have it worded is to say that if you don't watch the video in the standard quality or better then it wouldn't be counted. They need to update their stuff.

They don't mean pixel quality, they mean a quality viewing in terms of experience.
