Oh idk, I just assumed pokebank wouldn't be available as early in ORAS as it is in XY (after the first gym or first town or something)
Much like how in the Gen 3 console games you couldn't trade until after beating the main storyline or something
I think RSE had some similar restriction, but it's been too long for me to even try to remember.
