only during certain times, at least that's how it is for me. and it's not so much depending on the device but rather the internet connection, as it seems to be IP related - your home wifi has a different IP than if you access via mobile internet, so it could be that you cannot access with your phone through wifi but with mobile internet it works perfectly.
