I think communities only really happen when it's really needed.
Like you compared Jewish, Italian, Dominican etc communities to black american communities and well Black Americans aren't foreign to America so they don't really feel the need to band together until tragedy strikes.
From what I've heard the Black American communities in The Dominican Republic, Liberia, Jerusalem(?) etc,. Stick together similar to those other groups.
