Did he try to connect via a cell network? Sometimes I get this problem where none of the devices on my home network will be able to connect to ATRL but if I turn Wi-Fi off on my phone and use 3G or LTE it connects just fine. This only happens on ATRL but it always goes away after like an hour or so.

Hey, so now, after an hour, ATRL is working fine again.
I have this problem daily. Today was the 2nd time. I honestly don't know why this is, because other websites work fine.

I had this problem a while ago. I only happened when I tried to connect from my home wifi, like Sazare said. The error tag as "ERR_CONNECTION_RESET" and it recommended that I updated my router related drivers, but even after I did that I still couldn't connect to ATRL. After some days everything came back to normal inexplicably .
