Looks good, I just don't think many people would want to put all their EVs into special bulk. Assuming it's stat spreads are anything like the one either of us made, looking over it's moves I think the set I'd plan on using would be something like:
Bulky DD - Impish/whatever boosts SpD and lowers SpA, with main EVs in HP, defensive stat of choice, with some Atk and Spe based on what it needs to eliminate
Dragon Dance, Roost, Return(132 BP+STAB
), Earthquake.
Physically defensive if you want it to handle Fighting, Dark or Dragon types, Specially defensive for Water/Fire/Grass/Electric. It would play somewhat similarly to Dragonite I guess, stacking boosts then healing off damage and plowing their teams probably late game.
Mega-Allah is looking a lot better than I expected
Roost + Heal Bell + Dragon Dance + Dragon Claw + Return + Earthquake for a bulky DD set
