and Britney is heavily involved in her music video's concepts and ideas, in fact the original BOMT video was going to be a cartoon until Britney argued that she wanted her video to reflect the lives of her fans and wanted to set the video in a school with the outfits and the dance scenes. BOMT ended up being one of the most iconic music videos in pop history, and that's just a part of how Britney is involved in her music videos.

I didn't say Britney wasn't deserving, but Beyoncé has consistently impacted pop culture in a way that hasn't tarnished her reputation. Britney hasn't done this since 2004. If Beyoncé continues to impact pop culture, that just makes her more deserving. It's essentially like saying her career is still red-hot while Britney's is not and hasn't been for quite a while.
A few suggestions on one video doesn't mean she's involved in the process for her entire videography.
Now that others have pointed out to you that Beyoncé has won more awards for her videos than Britney, that should justify why Beyoncé is more deserving of the Vanguard Award.
