I think it depends on whether the original creator feels if the remix is not dissimilar enough to the original work. The whole issue with the "fair usage" is not entirely defined, in terms of whether we need direct permission from the artist himself/herself to use their work, because some people just remix and release for free. I remember everyone jumped on the Paper Planes remix bandwagon, while you have someone like Baauer who barred Azealia from releasing her Harlem Shake remix
