No, a black person in the privileged position of being a big-name entertainer using Japanese or another Asian culture as an accessory without understanding any of the significance of it is exactly the same as a white person doing it. Not that I think many of the examples of "appropriation" from Asian culture are actually such a thing, considering they're usually made in collaboration with Asian artists.
You don't get a free "I can borrow from any culture card" because you're a minority. You're perpetuating the idea that there's white and then there's "other," and that only white people have some sort of responsibility to familiarize themselves with the nuances of other cultures before they use elements of them in expression.
