I've lived in a non-English speaking country and that's not true at all  Of course there are plenty of forgettable hits, but that's everywhere, English-speaking countries included. There are certain songs that people love and cherish and will always be relevant, which is why artists like Madonna can tour and sell out stadiums in countries even when she doesn't have a hit that era.
