It was cumulative recurrent airplay from 1998-2009. And she was #1 from the 1980s artists, not #2 overall.

I admit, ROL is iconic and acclaimed, but it doesn't really match everything Janet & Mariah were putting out in the 90's.

Gaga could very much turn herself around if she gets a new team and gives up the gimmicks.
