Both are legends, but 2Pac is without a doubt more remembered and revered. I've never seen anyone wear an OutKast shirt, but I've seen hundreds of people wear 2Pac shirts.
Him and Biggie are the faces of Hip Hop that our generation knows. I prefer 2Pac WAY over Biggie, but arguing which one is more iconic is kinda stupid because both are two of the pioneers of the generation that have almost unanimous praise.

He's ironically a lot like Gaga. He was good in 2010/2011 and he has been dwindling in quality since.

Nobody knows what an Outkast is. This year proved that. I was at Coachella and nobody knew anything except Hey Ya. They're basically as remembered as like Aqua (Barbie Girl).
