No, IKYWT deserves #1 simply because it's a much better song than LOOH. And, anyway, it still outsold it. Too bad it didn't hit #1 because it wasn't released to streaming services.

Christina's BEAUTIFUL
I'll never ever get over how it was blocked by some random unknown song yet it went to become a CLASSIC regardless of it ever being on #1
OH we are talking this decade only? SORRY

Clearly the GP disagree because LOOH blocked it
Wasn't that obvious?
Also, why did you feel the need to state the fact it outsold it again? That doesn't change the fact it wasn't #1. God damn..

Other
Taylor Swift is the only artist this decade to be blocked from #1 more than once.
This decade, Ke$ha has blocked a total of four songs from #1 which is the most for any artist. Rihanna, Carly Rae Jepsen, Robin Thicke, Pharrell Williams, & T.I. each have blocked three songs while Bruno Mars is the only artist to have blocked two.
Five artists this decade have at least one blocked single and at least one single that blocked another single: Ke$ha, Katy Perry, Maroon 5, Pharrell Williams, & Iggy Azalea.
This decade, only three songs have blocked more than one song and (somehow) they each blocked not just one... but three songs each: "Tik Tok" ("Replay", "Today Was A Fairytale", & "We Are the World 25 for Haiti"), "Call Me Maybe" ("Payphone, "Lights", & Wide Awake"), and "Blurred Lines" ("Get Lucky", "We Can't Stop", & "Best Song Ever").
This decade, the only two artists to block themselves from #1 are Pharrell Williams ("Blurred Lines" blocked "Get Lucky") and Iggy Azalea ("Fancy" blocked "Problem").
If you see any errors, please point them out!! Hopefully the trivia isn't too "random" for everyone's liking.
BTW, the OP can use this in the first post if they want and make any edits where (s)he sees fit!

Thank you for the information and I personally like the trivia and all the additional informaton

That's only your opinion tho. LOOH deserved the #1 those weeks cuz it was above IKYWT in chart points, that's it.
