It's so stupid.
It looks like Katy decided to play dress-up again and now that there's some resemblance to Gaga people go nuts as if there's a copyright over everything Gaga does. All it seems like to me is Katy being typically kitsch and unoriginal. No one said she's a creative genius, what did you expect?
It is a lackluster attempt at "japanesey", though.
