From a stan/non stan perspective:
1) No big promotion whatsoever like the Grammy's.
2) No hit songs that have been played on radio and the label isn't pushing for it.
3) No attention grabbing interviews aside from the "I wish I was dead" interview that caused a bit of buzz for better or worse.
4) Whilst the Shades of Cool video was great, it wasn't a single

The West Coast video was a non factor too.
5) Whilst there are good songs on the album like Black Beauty, Uktraviolence, MPG, PWUC and Brooklyn Baby the rest of the album doesn't have Lana's style that everybody grew to love. That's why the BTD album is still selling and BTD's singles are still being bought. UV has opened to a resounding "meh" by casual fans.
Basically UV isn't anything special. As a hardcore stan I barely use Ultraviolence and I want to like it much more than I do
