The deal with shakira is that she is popular in countries where sales are not tracked. That would add like 500-700kk from LatinAmerica.
This is a bunch of BS. Kworb his site tracks pretty much all irrelevant banana republics yet even Ariana Grande and Work Bitch went #1 in significantly more countries with an iTunes store than Can't Remember To Make A Decent Song + Empire combined.
