Katy is good when she's tacky on purpose. I don't feel DH was tacky on purpose, I think it was a purposeful attempt to play it safe and be as colorful as possible to ensure the song's further success. If Katy's green-haired look is any indicator, TIHWD could be "good tacky", though it could honestly go either way at this point.
