Two things.
The opinion you are talking about was formed
AFTER the album underperformed. When it leaked, people were all over it, praising it, saying how it's her best work to date and how it will get her back on track.
Also, the accuracy of your statement is questionable (at best) beacuse there is no way to say what the vast majority of stans and non-stans think, unless you'll be able to perform some kind of reliable test showing the results. ATRL polls, Gagadaily polls or ANY OTHER Internet poll is worthless, especially when you remember that the the "ARTPOP is her worst album" started AFTER it underperformed, as I've said.
). I occasionally put on ARTPOP but I skip 1/3 of the album. 
TF and TFM get played more than ARTPOP as well
The only reason she is one of my favorites has everything to do with The Fame-The Fame Monster era, and the incredible classic album that is BTW.
, i'd honestly gaga give us her best work to date and it sell 500k WW than her selling out and putting out some rushed ass project full of generic hits that sells 5Mil WW
