It was, they shot the 'garage' version back in December 2013, but SM wasn't pleased with the final outcome so they scrapped that concept and shot a new video using a brand new concept (the lost one). The MV we got is mostly made of BTS footages from the concept pictures photoshoot, dancing scenes from the first version ever filmed, and few solos shots / dancing shots filmed in a hurry after the data loss. The whole nurse thing wasn't supposed to be the MV concept, what kind of Maids dance in a surgery room ? lol As you can tell, they've really lost the full thing and tried to pull out something decent but..
Hot Summer is like Electric Shock 0.5, sans the synths which are some of their best. Electric Shock takes all the basicness and repetitiveness of Hot Summer and just does it a million times better.
