Lol Shakira has been active since the mid 90s and can still get WW hits whereas Gaga has only been around since 2009 and is already on her last legs.
Also the Sale El Sol tour grossed around $53 million so not bad for a seasoned veteran like Shakira. Certainly better than 'half empty theatres' like Gaga will be playing not even two years from now.
