Touring bussiness is huge and to fill an arena it takes a lot of interest and good will from the paying audience. Just look at how disappointing Miley's numbers are even with all the controversy or how Lady Gaga declined this era still having a legion of die hard fans.
Having up to date hits is also crucial and while she has 7-8 songs that would fit a set list, what would the bulk of the show consist? Pretty sure audiences don't know most songs from Bionic/Lotus. Not to mention live performances of her features would be a bit awkward.

X did 2 concerts recently, and 1 had a 50,000+ attendance -
Each place had a over 20 song set list. X does what she pleases, and can clearly sell out shows when she wants.
But he's so fine, I want to stan. Let me give his album a try.
