Considering tickets were sold, it was advertised as the Stars Dance tour, it made history as one of the stadium's most high-attended concerts according to the venue itself, and that Hannah Montana counted it when she performed in 2008, you'd have to be extremely biased and against an artist at all costs to say that an attendance figure should be counted in a tour's average.

The tracking period is from January 1 to June 30, 2014. Gaga only had 18 artRAVE shows during this time, not 21.

They're most likely including her Roseland residency, in which she performed 7 nights (not just 3, though  ) at a 3,000-capacity venue (with cheaper tickets too).
Pollstar is a mess.
EDIT: Considering the report says at least 6 Gaga shows happened in the same city, they're obviously including the Roseland residency. But if 21 is the total number of concerts, some from the artRAVE aren't being counted.

7 of Gaga's dates are her Roseland shows. Only 14 are actual tour dates.

The attendance goes up every year and people buy tickets to that place regardless of whoever performs. It's tragic you have to rely on that to get the 'upper hand!'

If her average gross stays the same, she'll gross $190 million from her so-far announced dates and she still has to go to Asia and South America, plus possibly another North American leg. 100 million is on lock and 200 million is likely

Artists always count all tour stops, including festivals, so why would you suddenly decide that Selena doesn't deserve recognition for it? Tickets were purchased to the Stars Dance Tour at the Houston Rodeo. No need to get so angry about her success!
