I didn't take it as Time saying that all black women are like this, I took it as them saying that those mannerisms and stereotypes are how white gay males see black women and what they try to emulate.

Don't focus on Perez. Focus on the fact that Perez is the personification of a stereotype. It sounds confusing because that "white gay stereotype" borrows the "black female stereotype". The the characteristics of the Black female stereotype were not celebrated, they were mocked. When white gays adopted those characteristics they were celebrated . Obviously there are exceptions everywhere, but the general perception of the public is important.

Generalization and offensive to all parties involved. It's offensive to think "acting like a black woman" means acting like a ratchet mess, and it's offensive for them to think you can hide your homosexuality.

Language is fluid, as long as it doesn't offend someone/is an offensive word or phrase.

Racism isn't more of an issue nowadays than homophobia, a lot more people are (radically) homophobic than racist or feel more negatively towards gays than blacks. As a black LGBT member, I have to wonder why is it a source of contention when white gay males are inspired by black women (an inspiration which goes both ways) but when a black male or female acts white, it's the sign of an ambitious black person?

The racism in this way of thinking is inherent. We live in a society where it's okay for black people to act white and not for white people to act black. It shouldn't be about "acting", we're all people - we're all allowed to act however we want. Saying similar things is NOT cultural appropriation, you cannot trademark slang.
