Are you talking about year end chart or normal charting?
NO ONE can have a yearly #1 on year end chart, not even soshi.
2ne1 has #1 everytime they make a full comeback. Of course they wont have #1 yearly cause we know YG artists take a light year to put out an album
Edit:just checked wikipedia, they have a #1 every year.
