The Fame was two albums put together. In 2009 alone, with just The Fame (no Fame Monster) vs. The E.N.D.? BEP was on top by a wide margin.

If BEP had done what gaga did with The Beginning then it would be fair to compare both eras without taking into consideration that Fame was TWO albums. But The Beginning was a mega rushed release and flopped because of that (still sold 3m+ worldwide).

BEP had seven consecutive Top 10 hits just like Gaga and The E.N.D. sold 8.5m-10m worldwide (I've seen all kinds of estimates in between those numbers). They were MASSIVE, they had much wider appeal than Gaga did and were performing in stadiums across the world.

Before The Fame Monster was released (which was bundled with the album and not available separately in the vast majority of the world), The Fame had sold around 5 million copies. It's very unlikely that, considering all its potential big hits had already been released at that point, it would have sold another 5m on its own.
