Benjamin, you seem know a lot. I have never even heard of some of these outtakes, and I never knew that Dressin' Up was the initial lead single for Teenage Dream (how did it not make the track list?!)

It's not 100% confirmed, it's more my assumption based on other evidence, such as:

Kinda confirms it was held back as a potential lead single for the rerelease though, since they were obviously considering it back then!:

Katy Perry
TITLE TBD SUMMER
LOWDOWN: "I want to evolve like Madonna," says Katy Perry. "If I had to be the fruity pinup girl another day, I would jump off the Hollywood sign." Perry's follow-up to 2008's smash One of the Boys has her re-teaming with hitmakers Dr. Luke and Max Martin and delivering more hypercatchy pop in the vein of "Hot N Cold" and her Number One single, "I Kissed a Girl," while also delving into deeper matters: "My faith, my conviction and awe of the supernatural world." And thanks to her recent engagement to Russell Brand, the album also boasts its share of love songs — 50 percent, by her estimate. Still, the pop tart hasn't gone totally chaste. In the Prince-influenced "Dressing Up," Perry coos, "You wanna pet my kitty?" "You're such a dirty doggie" and "My cookie monster wants a taste," of which Perry says, "I think those lyrics are cute!"

"On 'Teenage Dream,' people on the management side and label side were pretty much telling me that we were done, before we had 'Teenage Dream' or 'California Gurls.' And I said, 'No, we're not done.' Those were the last two songs we did.

Also, before E.T. smashed Katy said she had a 'song with a saucy cat reference' coming out soon - I think if E.T. missed #1 they would've moved straight onto the re-release for a summer single, or maybe after Last Friday Night had it's non-remixed run. Dressin' Up was the first song re-mastered for the re-release back in August 2011.
Seems logical to me that they made 15 songs they liked (Everything except Wide Awake but including Work It) and picked the 2 or 3 songs they thought strong enough to stand on their own and could be released as rerelease singles.
