She danced to Fancy knowing that the camera would flash to her to see her response and took it as the opportunity to show herself off...clever.
She also left it open ended because people wanted her to shade Iggy so she gave them what they wanted without giving them exactly what they wanted...clever
She now gives it a few days so that people can now talk about her comments...clever.

Yes, but even if she was, she's saying it as if Iggy didn't deserve it and that's why she should be proud. Either way, no one can deny she was being spiteful during the speech. The way she did that zipping her lips gesture and saying "no shade" over and over again. There was a plan there, and it was to get people against Iggy.
