You have to choose the apposite Poll subsection under Base or The Lounge when you create a new thread. After you create the thread, you'll be able to add a poll.

It might just be me but I've noticed that if I go to make a poll thread and I hit "preview thread" before posting the thread it takes away my poll making abilities.
