Gaga for sure. Like people have said, her lowest earning year is still higher than Katy's highest. She's got a lot of successful campaigns like her perfume, Versace, H&M, Beats, Kia, etc.

Gaga's lowest selling year is higher than Katy's highest. Gaga has had a lot of successful campaigns outside of her own music, it's very likely she will earn more.
Gaga. She is a bigger touring force than Katy. She also writes more of her own material than Katy. Katy on the other hand struggles to rake in Gaga's numbers with all them endorsements she does.

Would not be surprised at all if Katy made more. Her singles and album were more successful and she's had a lot of endorsements.
