Yeah, but neither did Britney post-FF and she made the top 6. Gaga will be in top 20. ARTPOP was big in the media with the whole ~decline thing and she had 2 hits and decent enough sales (700K isn't terrible) and she still makes $$, that's for sure.
And I don't think Forbes takes into account critical acclaim. I know they do marketability (which Gaga will def rank low in) but there's social media (which she has a good standing in) and press (ANY press is good press, as they say).
