Usher is definitely an R&B Legend.
He's impacted a handful of popular Male R&B Artists today, he has the Best-Selling Male R&B Album ever, he has the most #1's for a current R&B Artist, he's the only Male R&B Artist to have #1's in 3 different decades, etc.
Justin has left no impact on Pop music, he's not shattered any amazing records to leave any mark, and he's definitely not at the top of the game with Bruno. So why would he be a Pop Legend with his 4 albums?

Britney got her first #1 in 1998, and last in 2011. Justin won't last that long. BOMT/OIDIA is also a way bigger peak than N Sync's local dominance phase.

But to say that he is so legendary, I rarely see his impact on today's R&B acts, though. R. Kelly has more impact on the genre than Usher does with his diamond album, #1 singles, etc. Usher and JT are pretty much clones of Michael Jackson. Neither one of them stand on his own and neither is really that influential. I think Usher and JT have had respectable careers, but they really don't transcend that. Who cares, tho?

R. Kelly, even after all that, is still respected. As was MJ. As artists.
Britney was never respect as an artist.

R. Kelly and MJ are still highly regarded ofcourse as Britney is (VMA 2011 Van Guard being an example) but all 3 are still dragged for their personal problems overshadowing their music career.
If Britney isn't a Pop Legend then Justin definitely isn't. Nevermind the 'respect'.
