Beyonce's performing and costume style is a direct tribute of DIana and Tina. Yet for some reason, despite all the supposed impact, no one else chooses to dress and perform in similar ways. No sparkles, no bright colors, no extra embellishments. Beyonce is the only one doing that.
If we're going to attribute any leotard a pop star wears to one source, it would be Madonna.

i dont know if thats true. after crazy in love, there were alot of random basic r&b/pop girls with long bronze hair trying to be fake beyonces. only rihanna survived. and that's because she changed up her style. sos video with the hair fans, shimmying & sh*t. that was bernard's style.
but i agree with you that leotards is not something beyonce popularized.
She thinks we're all gay by choice!
