It may be a hit in Europe at best, but it definitely wouldn't do anything amazing in the US. Australia is one of Katy's biggest markets and played both Dark Horse and Walking On Air on radio when they were initially released as promo singles. However, Walking On Air was quickly pulled from radio and Dark Horse became a hit, despite not being an official single here (it wasn't even allowed to chart on the official ARIA Charts) - and this was all well before PRISM's release and Dark Horse's official release in December. Songs that smash in Australia usually smash elsewhere like the US later, but that's just an extra indicator.
Either way, WoA has been given more than a fair shot at getting people's attention and it was received lukewarm at best. It's time to try other single options that others may not have already had the chance to hear without buying the album. There's still potential for WoA to be released after TIHWD anyway, but at this stage, TIHWD is the more sensible choice.

The only way for WOA to really seem like an underperformance is when compared to DH though. I'm pretty sure for example Taylor Swift's promo singles from Red performed similarly to WOA. I don't see how hitting #1 on iTunes and even charting in multiple European countries from sales alone is bad, except when compared to DH which lingered around insanely long.
And Dark Horse didn't even go straight to #1 on US iTunes upon release as promo single IIRC. Just because WOA didn't have the insane longevity of for example Dark Horse doesn't mean it's a flop, nor that its reception was lukewarm at best. Like I said earlier, it's impossible for Katy to have 4 hits at the same time, no? Of course one song was going to fall out from that hectic release strategy.
I'm also pretty sure Australia was picking singles on its own and giving it unsollicited airplay after the Uncle debacle, it says a lot that they went for WOA.
We'll just have to agree to disagree, I think both of us make decent points. For now, I'll gladly support TIHWD even if it's not one of my favorites from the album.
