Leon meant Top 10 on Rhythmic. He knows damn well this *might* not go Top 10 on the Hot 100. 
Once it goes Top 10 on Rhythmic, I really don't see how anyone can call this a failure considering it has outpeaked the majority of Nicki's singles and is a #2 hit on the Rap Songs chart, a Top 10 R&B/Hip-Hop hit, Top 20 in Australia, and Top 40 in the UK. It's a mild hit as of right now.

While PNP might not break records...it's still an important reinforcement of her image reinvention.
However, TPP needs to achieve the following:
-The only female rapper to have 3 #1 albums.
-7th black female artist to have 3#1 albums.
-#1 in 5 countries (PLURALS  )
-Most top 10 hits by a female rapper
-Break the tie with missy for most #1 hip hop songs
-more urban #1s, more top 10 hot 100s,
millions of single sales
Vevo certified videos
WW top 10s
Platinum album with 2.5M+ WW sales.

Honestly, if it touches Top 5 and even does #1 on Rhythmic, it would be considered a legit success. Songs that reach #1 on Pop, Urban, or Rhythmic are seen as such.

Musics competition is way more intense than it used to be ! Even just comparing 2010 to now ... Now its so tough to go Platinum & to chart top 10 genres are all competing and Nicki is battling a lot of competition at the moment

I remember there was a day when a top artist would release a song and top itunes for like 4-5 days and debut top 10 so easy nowadays competition is so deep that the huge songs dip after a day or two and struggle to stay on top
