YouTube views count as streams. Since Youtube views are WW, not every stream is from the US. Since the RIAA only count US streams for single certification, that might be a reason the songs haven't been certified yet. The RIAA also takes streams from other streaming platforms like Spotify into account.
So maybe the combined US streams of Not Afraid are higher than the ones for Roar? Maybe her label can't be bothered to certify the songs? There's really no use in worrying over unofficial accomplishments when Katy has so many impressive official ones.
