I thought it's the concert promoters, venues, ticket sellers that report the numbers. When Billboard reported the top tours for 2013, I was shocked how many artists don't sell out their concerts i.e. Beyoncé,1D. I'm sure Beyoncé's record label wouldn't want it be known that she didn't sell out every show.
