It has nothing to do with Katy's power or people wanting to listen to Birthday on the Radio, the Radio is the only option left for Katy's label to help Birthday get a better chart position since the song is struggling digitally and they can control that by paying an extra cash, I mean they can't force people to buy the song but they sure can force the radio to play it til it hits the top 10 there.
