If only 4,000 out of 12,000 went it would be empty as hell but all the pictures for every date have looked sold out to at least extremely close. There is no way she only sold 33% of the tickets for one night because it would have been a big deal and got a thread that made it to 100 pages of her floppage

For me the pictures of actual attendance is more important than the percentage. If I can't easily find 5 empty seats in the panorama pictures I took, the attendance was good.

It's about the amount of souls convinced that Katy can sing way better than the bad performance videos on YouTube, renewed their fan/stan cards,...

Total capacity of a venue depends on which blocks/sections they put on sale and how much room the stage/catwalks are taking on the floor.

The second box office report for Birmingham is of May 13th and 14th. So if the first date apparently had 12,000 attendees then the 2nd date only had 4,000 attendees because they reported that both dates sold a combined number of 16,000 tickets.

It actually CAN VARY even for back to back shows in case more tickets are being put on sale for the first show, or more sectors are being made available.
