No it doesn't.
I won't disagree if you say that you can say the N word and have two different intentions, but the whole -a vs -er argument is stupid. For me, saying "-er" is incredibly uncomfortable and unnatural—it just doesn't sound right for me. "-a" comes out much more naturally. And none of that says anything about my intentions behind using the word.
Saying -a doesn't automatically make it not racist. It's just the way you pronounce it and nothing more. If Donald Sterling said "I hate all these nigguhs", he'd still be racist. The pronunciation of the word is completely irrelevant.
