But it didn't sell 1 million in the US. 1 million people did not buy it in the US.
Her label/distributors thought that the album would sell 1 million so thats why they shipped 1 million copies. Those other 300k unsold physical copies are probably sitting on a dusty rack at Walmart waiting to be bought by her stan that already owns 10 copies of femme fatale.
