No, not to the standard she once was. But people are writing her off without thinking about it. Madonna went strong for 25 years - a full damn quarter of a century. Yeah, there were a few slip-ups, but only due to risks she took artistically or commercially - see:

Madonna's going through a moment now similar to David Bowie in the 1990s - when he was jumping on every trend from R'n'B to Drum + Bass to touring with Nine Inch Nails. Plenty of artists have gone through this phase of uncertainty when reaching a certain age, but almost all of them pull through it in an artistic sense, if not a commercial one.
But then she'll still have her tours to pay the bills.
