Yeah. Having 3k posts is the minimum to get on the chart and I believe once you pass it, you have to wait until the next update to chart.

As for the tracking week, this chart is now updated every two weeks so it lasts two now. Pory doesn't tell us when the tracking ends tho, so people can't cheat or purposely do stuff to chart high or anything, but I believe it starts and ends on the weekends.
