There is without a doubt an "original" ARTPOP that resembled a darker, probably decay theme, and it was scrapped. She was working almost exclusively with Fernando Garibay on, had 6-8 songs completed, showed it to her label, who knows what happened from there but what we do know is she scrapped it and started something new. As I've stated in the past, it was probably a mix of her label and herself wanting something more lighter, funner, rave-ish following The Fame Monster and then Born This Way.
That's not saying that she hadn't started creating songs that are on ARTPOP now while creating the original concept. Burqa was an early song, Gypsy was one of the first songs she did. However, most of the songs on ARTPOP were done after ARTPOP was announced in August 2012. Most were created fall/winter/spring 2012-2013 and finished summer/fall 2013, and then there's the late additions (Venus, Dope, Fashion!) that were done late summer/fall 2013.
There's no doubt, though, that Gaga never had a clear concept for ARTPOP in mind. She probably had a ton of ideas in her head and just couldn't focus on one thing for this album. That's why the imagery is all over the place. Planets, gods/goddesses, Disney princess, sex, addiction, ART: she was just using whatever images she had in her head and probably thought she could get away with it because the "my artpop can mean anything" umbrella she created and continue to use throughout the entire era. All of the ARTPOP sessions were really all over the place after the initial Fernando-led album was scrapped. All the urban stuff she did, the heavy EDM, it all ended up getting watered down and pop-ified for the album, but it just goes to show she never had a clear vision. And that's what I'm sure most of us can all agree on is one of the major downfalls of this album/era.
