To put it bluntly, it hasn't been pushed in America at all. Yes, it had an adds date, but that doesn't mean anything if they don't have people at their label working behind the scenes and pulling strings to get the song promoted.
They just removed the single from iTunes and replaced it with the album, which is now up for pre-order (where they allow you to buy Rather Be separately).
