In laymen terms, DJs that subscribe to Promo Only have been serviced the track. Some PDs or MDs are subscribers. Capitol, however, is not pushing it yet, and the label's promo team did not send it out directly. People may start to hear it some now, but not more than the original.

It's good to see that they're still trying to support and push the song though, rather than just see how it goes from here without any further attention.

IDK what it is about "Birthday" but the lower range vocals just kind of take the song into a slight realm of depth from what would otherwise just be a frivolous sex double-entendre song. I love the way she sings "why don't you let me stop by?"
