I think you might be confusing the word "community" with the amount of LGBT people in a country. If you think about it, people need to be 'out' in some way to take part in the community, so the community is not as big.

Just because they are "underground" and not as vocal or visible they can still form a community in the classical sense especially thanks to social networking being widely available. A lot of people voted for Conchita in Eastern Europe (Slovenia, Hungary, Greece, Israel) all gave high points for her. I have to assume most of those votes came from the gay "community" there.
