No it isnt. Singing is also about conveying emotions.
And I dont mean oversinging or theatrical singing which is, as Golo***** rightly pointed out, often confused for emotions. I mean people like Leonard Cohen, Jimi Hendrix, Lou Reed or Kurt Cobain who are/were technically awful singers, yet they are much better at making you genuinely feel the emotions than many vocal divas.
