That's what appropriation IS. Appropriation isn't simply taking. Appropriation disrespectful misuse and abuse.
Y'all are in here acting like it's not a big deal, but that disrespectful misuse and abuse contribute to a widely shared mindset and a pervading system that collaboratively have the power to get me shot. I don't want to get shot, so please act like you have some sense.

I don't get offended, but I do think it's kind of lazy
It works both ways too. I am so sick and tired of Japanese game companies thinking they can just throw a few guns into a game and expect the West to lap it up.

but we're all agree that it's a bad thing though  the person you replied to said it's a bad thing
literally we have specifically said taking a culture and mocking it or whatever similar way is bad

I do think sometimes it's overblown but when I think of Katy doing a performance using my culture...let me just say I rather her not do it.

People mix up appropriation with bastardizing. I think wearing and sharing cultural motifs is a positive and beautiful thing. Usually, no harm is meant nor done.
Bastardizing is when idiots make fun of the cultural items and do it as a joke.
There's a fine line, but there's more positive to sharing culture than keeping it to oneself. Do we not all benefit from sharing foods? Sharing entertainment? Sharing fashion trends? It's the same thing.

But even within the individual children it's not a complete mix. The new culture and the one of the parents often clash which leads to identity crises. I know this very well because it's something I struggle with myself.

What Avril did was absolutely fine, even the majority of the Japanese reaction I saw were NOT offended by it. So why do you (not specifically you, just in general) have the right to be offended by something when you're not even Japanese? Makes no sense.

The problem is that most people take something that is sacred and culturally important from other cultures such as bindis or catholic rosaries and just use them for fashion with even knowing or practicing the beliefs behind them.

White people have less than positive stereotypes on television, such as rednecks or trailer park people. That never seems to be a problem. However, it seems some blacks want their representation to be of a higher plane all the time. The rest of society is OK with their own bad representation, and so should you.

I think it depends strongly on the context, but in many cases, yes, it is blown out of proportion. For example, I do think it's true that in American music, white artists have taken elements from black artists and gone on to become much more successful, because those elements were considered brutish or ghetto at first but became "cool" when white artists started to embrace them. In cases like this one, I do think it's problematic.
However, the outcry over something like the Hello Kitty video is completely baffling to me. Avril is a huge artist in Japan and it's clear that she has a love for the culture so to me the video is obviously a well-intentioned nod towards Japanese culture and I have no idea how it could possibly create the harm that the tons of articles written on it would have you believe it's doing.

I just don't see why people think the "Hello Kitty" video isn't an accurate depiction of Japanese culture. That's LITERALLY what Japan is like, at least, that's how it was when I went there. When things become inaccurate but get associated with the culture is when it becomes a problem.

What does cultural appropriation (even if we agree to call it hurtful and damaging to, say, the black population) have to do with the systems in place that enable actual violence against minorities?
