Katy strives for those things (well, some of them, who the hell cares about "record-setting tours"?), it's not like she's Miranda Cosgrove or Selena Gomez who are just the voices of a team of people trying to capitalize on today's youth. Considering the fact that she keeps getting bigger with every era, it's likely she will get a GRAMMY someday. Right now, she is largely singles-based, so her amazing success with singles may keep her from becoming a diamond-selling album artist, but her album sales are improving, and today's album climate is poor so the fact that she is the #2 album seller right now behind Beyonce says a lot.

I Kissed a Girl was in 2008, I thought we were arguing with someone intelligent, my bad
Katy's path is not comparable to any of those artists. She went from a nobody to a star with I Kissed a Girl and Hot 'N Cold and then got bigger with Teenage Dream's eight Top 3 singles, and then has become the world's biggest pop star with Roar (one of the biggest hits in years) and PRISM years later. None of those were as consistent as she has been.

But to answer the question, just because her music is popular and considered mainstream doesn't mean it's generic. Roar pretty much sounds different than the rest of the musical landscape -> she took a chance and it still went number one. The similar-sounding Brave just rode its success. Was the music industry prepared for pop-meets-trap music? Was there any indication that Katy was just riding the success of trap music on the charts when DH was released? Pretty much no.
Just because somebody is making pop music doesn't mean it's generic. Yes, her songs were crafted to smash, but that's not being generic, that's being a pop artist who wants to stay on top.

You drag Katy too much. If the industry considers her as badly generic as you make her seem to be, why is she getting nominated for big Grammys? You know that she has more Grammy nods for her 3 albums than Britney in her lifetime, right? Katy gets recognized for her vocal performance since her start in 2009; and her album and songs have snagged nods in Record and Song too. For a "generic" artist like you say, that sounds pretty accomplished. She's only 3 albums from her debut, give her time and she may snag one soon.
Off-topic: Elvis is known as king of rock and roll, but he never got a grammy for rock and roll in his lifetime. The inarguably talented Diana Ross has no grammys at all. You can't really use amount of grammys for this kind of argument.

Because she is, and her having success doesn't change that. Name a single that she's released in the last couple of years that was innovative, boundary-pushing, or a risk in any way. I actually enjoy a lot of her music, but it doesn't change the fact that with Katy's music, there's not much beyond the surface.
